There were Dr. Cosme de la Torriente. Cuban Secretary of State, Dr. Manuel Marquez Sterling, Cuban Ambassador to Washington, and Secretary Hull. There also were Assistant Secretary Sumner Welles and Jefferson Caffery, the past and present Ambassadors to Cuba.
