Last January British-born Rev. Thomas Frederick Rutledge Beale of St. Paul, Minn, went to court seeking U. S. citizenship. He had refused to promise to bear arms for the U. S.—prime requisite—because he believes that the Kellogg-Briand Peace Pact has effectively outlawed war (TIME, Jan. 16). Last week Alien Beale's application was finally refused.
