To honest Dr. Robert Andrews Millikan, a fact is a fact. Last week he recognized a new one. Although it fortified the cosmic ray theory of Dr. Arthur Holly Compton, who had become Dr. Millikan's opponent in the field of cosmic ray theories (TIME, Jan. 9), Dr. Millikan at once published his new finding.
