National Affairs: 20th Amendment

On the same day last week the Legislatures of North Dakota and Tennessee ratified the 20th Amendment to the Constitution to eliminate "lame duck" sessions of Congress. They were the 32nd and 33rd States to do so. Next day Idaho and New Mexico fell into line. Then, over the weekend, began a race to see which State would be the 36th which would complete ratification.
