Too much burning of electric lights in Moscow homes was the subject of a brusque decree last week. Without explanation the Electric Service Bureau of the Moscow Soviet ordered citizens to reduce domestic consumption of electric current 10% in January, 10% more in February, 15% more in March, 15% more in April.
