While waiting for him to speak out people were told to reread carefully an interview he gave the North America Newspaper Alliance last April. Said he then: "I don't see how, as a matter of practical sense, a government running behind $2,000,000,000 annually can consider the anticipation of Bonus payments until it has a balanced Budget, not only on paper but with a surplus of cash in the Treasury."
