Because the power to tax is the power to destroy, William Gibbs McAdoo, ardent Dry, last week urged the Senate to put a 100% levy on the profits of bootleggers and dope peddlers. In a letter to Senator Walsh of Montana, the onetime Secretary of the Treasury admitted it might not be possible to collect the full tax on such illegal incomes but he argued that "presently" the liquor wholesalers would be reached and their income "dried up."
