Last September President Hoover turned down the spigot on U. S. immigra- tion to conserve U. S. jobs for U. S. residents. Consuls were instructed to refuse passport visas to aliens who on arrival were likely to become public charges. If a would-be immigrant boasted of work awaiting him in the U. S., he was barred under the contract labor provision of the Immigration code.
