As Congress had authorized him to do, President Hoover last week signed an executive order creating a Veterans' Administration. In it will be united the independent Veterans' Bureau, the Department of the Interior's Pensions Bureau, independent National Home for Disabled Volunteer Soldiers. The President said: "I regard this consolidation as the most important step in governmental machinery reform since this Administration came into office."
