Last month Rutgers University, often riotous, set out to investigate causes and cures of undergraduate unrest. Spring weather soon furnished fresh data: Last fortnight at the University of Pennsylvania, 1,000 students engaged in a rowbottom.* Result: 100 students jailed, later reprimanded.
