Sirs: . . . TIME was very nice to memuch too kind (TIME, Oct. 28). In truth, most of the credit for that press rate reduction between the U. S. and Japan should go to General Harbord of the Radio Corporation. General Harbord was the man who first made the startling suggestion of reducing the trans-Pacific press rate to ten cents a word.
