The fifty-fourth session of the Council of the League of Nations opened in Geneva, last week, with sardonic Vittorio Scialoja in the chair. This brilliant, skeptical Italian jurist comes of a line of Scialojas who have been magistrates and grand dignitaries since the 17th Century.
