President Hoover, working out his sub-Cabinet appointments last week, began on the four air officers—Assistant Secretary of War (F. Trubee Davison), Second. Assistant Postmaster General (Warren I. Glover), Assistant Secretary of the Navy for Aeronautics (William P. MacCracken Jr.). The President decided to retain Messrs. Davison and Glover and to accept resignations from Messrs. Warner and MacCracken. For Assistant Secretary of the Navy for Aeronautics, the President soon chose David Sinton Ingalls of Cleveland, a perfect complement for the Air Secretary of War. They are about the same age, enthusiasts, good friends....
