PROHIBITION: Failure

Last week a group of U. S. officials, headed by Rear Admiral Frederick C. Billard, Coast Guard chief and James M. Doran, U. S. Commissioner of Prohibition, journeyed to Ottawa, talked Prohibition with a group of Canadian officials headed by Dr. Oscar Douglas Skelton, Under Secretary of State for External Affairs. Last week, also, the U. S. officials returned to the U. S., admitted that their liquor con- ference had been a failure.
