Last week Senator Reed Smoot of Utah read Herber C. Hoover's report on flood conditions (see catastrophe) ; came to the conclusion that a special Congressional session, not later than Nov. 1, was "absolutely necessary if flood sufferers are to obtain prompt and adequate relief."
