In 1881, Chester A. Arthur, polished but unimportant politician, became Vice President of the U. S. In the same year President Garfield was assassinated and Mr. Arthur became President. Oath of office was administered at his home on the first floor apartment of No. 123 Lexington Ave., Manhattan. Last week that floor was gritted by fire.
