Two leading citizens of Wisconsin, both of whom talk well, talked last week: John J. Elaine, retiring Governor, U. S. Senator-elect, dis- ciple of the late great, free-speech liberal, Robert M. LaFollette; Glenn Frank, President of the University of Wisconsin.
