Tchitcherin Travels. The "T. and T. Conference" at Odessa (TIME, Nov. 22) between Turkish Foreign Minister Tewfik Rushdi Bey and Soviet Foreign Minister Georg Tchitcherin came to a most amiable close last week amid continued, portentous secrecy.
