National Affairs: Prohibition Bolsters

The twelfth agreement between the U. S. and a foreign nation to combat liquor smuggling, and thus bolster up the Volstead Act, was reached last week when Secretary of State Frank B. Kellogg and Don Alejandro Padilla y Bell, recently arrived Spanish Ambassador, exchanged solemn pacts. Similar agreements are now in force with Canada, Cuba, Denmark, Germany, Great Britain, Italy, Mexico, the Netherlands, Norway, Panama, Sweden. Treaties are pending with Belgium and France.
