THE CABINET: Administrators

Since the inauguration of President Coolidge, this has been noted : Cabinet members emerge from the council chamber singly, not as a group. Significance attached to this phenomenon as follows :

1) The President spends only a few minutes in Cabinet meetings, retires to his study.

2) There he consults with individual members of the Cabinet in order of rank.*

3) The President is inclined to relieve the Cabinet of group responsibility and to consider each Secretary as an administrator responsible to the President for his own department only.
