Representative Sol Bloom of Manhattan, having been abroad on the
streets of Washington on Memorial Day, introduced a bill in Congress to
require all citizens to salute the Star Spangled Banner when it passes
in parade. Said Mr. Bloom: "In the heart of the nation, people are
patriots, but in the Capital there is a spirit of indifference."
