The average annual consumption of whiskey in the U.S. during the ten years prior to Prohibition was 130, 000,000 gallons. In the calendar year 1923 whiskey withdrawn under Government permits was 1,696,360 gallons. The exact amount of bootleg whiskey consumed is not known.
