Last week a man who kept his promise died in Baltimore. That promiseand the course of naturehad made him obscure. He was Joseph R. Wilson, younger brother of the late Woodrow Wilson. When big brother became President, little brother agreed not to seek political employment. Without avail, friends of the family urged that Joseph be appointed secretary of the Senate or Postmaster at Nashville, Tenn.
