THE CABINET

Secretary of State Frank Billings Kellogg, 70, had a bad cold last week. Intermittently, for the last fortnight, he has been forced to transact the departmental doings from his home. When Congress adjourns it is expected that he will go to Pinehurst, N. C., for a rest.

Confronted with such news, Clinton W. Gilbert, Washington correspondent with a couple of books to his credit, revived the rumor that Secretary of State Kellogg is soon to resign. Meanwhile, The Nation, provocative weekly, devoted a page to prove that "Kellogg Must Go."
