National Affairs: Pre-Season Practice

Only a few weeks ago, before colleges opened, football players went back for pre-season practice, to get a "flying start." With much similitude, the Appropriations Committee of the House assembled in the Capitol, last week, in advance of the reopening of Congress. With Martin B.
