Foreign News: Naval Appointment

Admiral Sir Charles E. Madden (G. C. B., G. C. V. O., K. C. M. G., C. V. O., A. D. C.), erstwhile Commander -in-Chief of the Atlantic Fleet, was promoted to the rank of Admiral of the Fleet, the highest rank in the Royal Navy.
