Into the home of Chinese Foreign Minister Dr. Wellington Koo, onetime delegate to the Washington Conference, went a messenger, left a box for the Doctor. Said Dr. Koo to some servants : "Take it outside and open it." They did. One lost a hand, one had his face mutilated, another was rendered unconscious when the box went bang.
The attempt to assassinate the Foreign Minister was said to have been made by malcontents, "angered over delay in Chinese recognition of Russia."
Said U. S. Secretary of State Charles E. Hughes in a telegram:...
