Mustafa Kemal Pasha, Turkey's "man on horseback," who was hailed as dictator by the western world, found a recalcitrant steed last week in his Grand National Assembly. The proposed Turkish Constitution gave President Mustafa the right to dissolve the Assembly. The opposition, despite castigations by Ismet Pasha (Premier and lieutenant to Mustafa), held firm to a policy of amending the clause. The amendment was carried. The Assembly can be dissolved only by a vote of the majority of its members. Elections must take place on the Nov. 1 following such dissolution....
