A Senator gets a salary. His clerks get a salary. But who gets more? Senators Reed and Pepper of Pennsylvania, and Copeland of New York asked for a larger allowance for clerk hire because they come from large states and have many letter-writing constituents. Senator Pepper declared that his salary was $7,500 a year, but that he had to spend $10,500 out of his own pocket to hire extra clerks. A resolution to assist the three unfortunate might have been promptly passed, had not Senator Willis of Ohio demanded that its benefits...
