Admiral Lin of the
"independent" Chinese Navy bowed to U. S. Consul General Cunningham at
Shanghai and said he was sorry that the Chinese gunboat Haichow had
fired upon an American merchantman last December. Captain Hsu of the
Haichow also apologized.
The Admiral stated that the firing has been accidental. That such an
incident will not be repeated, that reparations will be made.
