In the midst of charred, stricken Tokyo Count Yamamoto formed his Cabinet:

Premier and Minister of Foreign Affairs—Count Gombei Yamamoto.

Minister of Home Affairs—Baron Shimpei Goto, "Roosevelt of Japan, "ex-Mayor of Tokyo.

Minister of Finance—Junnosuke Inouye, Governor of the Japan Bank.

Minister of the Navy—Admiral Hyo lakarabe.

Minister of War-Tanaka.

Minister of Education—Keijiro Okano.

Minister of Agriculture and Commerce—Baron Kenjiro Den, Governor of Formosa.

Minister of Communications—KiInuka, leader of the former Nationalist Party.

Minister of Railways —Yarnanouchi.

Minister of Justice—Hirayuma.
