RUMANIA: New Constitution

The Constitution recently passed by Parliament was published.

It provides for the abolition of capital punishment, except when a state of martial law has been proclaimed. Real estate can be owned by Rumanian subjects only, and cannot be confiscated as a punishment. Election to the Chamber of Deputies is by " universal, direct and equal franchise."
