During the final debate in the Lower House of the Diet on the question of resuming trade relations with Russia many speakers referred to the speech of Secretary of State Hughes in which he said: "We want to help . . . (but) . . . Russia's hope lies in Russia's action." Mr. Hughes' speech has created a deep impression in Japan among the leaders, many of whom wish to base their Russian policy upon that of the United States. For the present Japan will not recognize Russia.
