"A college is an institution that is dedicated to the future," declared Harry Truman. He never graduated from one himself, but he was one of the best-read Presidents in the nation's history, and he put great store by education. Thus it was deemed fitting that the nation's official memorial to its 33rd President should be a scholarship program.
