FOR weeks before the election that they lost so badly, a number of Democrats were engaged in some curious carryings-on. Georgia Governor Jimmy Carter was up in Chicago huddled with Mayor Richard Daley. Jean Westwood, McGovernite head of the Democratic National Committee, was down in Alabama chatting with George Wallace.
