To help replenish their hard-pressed party coffers, Arizona Republicans and Democrats have rallied around a mutually beneficial scheme for getting the wage-earner financially involved in politics. Under their Pre-Authorized Deduction program (PAD), a contributor gives his bank the right to tap his checking account for a specified amount. The bank charges 3 1/2ยข per deduction, and the balance is forwarded to the contributor's party.
