The courtship seemed to be going so well. Last month, Turkey rolled out the red carpet for the European Union's outgoing Commissioner for Enlargement, Günter Verheugen, who was on his final swing through the country before his Oct. 6 recommendation on whether Turkey should be invited to start E.U. membership talks.
