It wasn't quite Sept. 11, but when the lights went out in New York City, MICHAEL BLOOMBERG got his own crisis in which to polish his Rudy Giuliani impression. The mayor got good reviews: he was quick to respond, on top of the details and calmly reassuring. Alas, most New Yorkers could not see or hear him at the height of the crisis. But at least he played well out of town.
