The last time Jay Garner was in Iraq, the locals begged him to stay. That was in 1991, in the aftermath of the Gulf War, when almost 8,000 U.S. servicemen and -women were still occupying the northern part of the country. Garner was in charge of providing a safe haven for thousands of Iraqi Kurds after Saddam Hussein brutally suppressed their postwar rebellion.
