    Whether that list grows will depend on the investment of Kandahar, the Taliban's religious center, where at least 3,000 Taliban troops are surrounded by anti-Taliban forces backed by American power. Kandahar is besieged by some of the very warlords, such as Ghul Agha Sherzai, who pillaged the city just a few years ago. As a Pakistani official remarked, "If America hands over power to these looters and bandits, the Taliban will be back in six months--and the Afghans will welcome them back." Even if it means reburying their televisions.
